LANL scientist makes radio waves

Ok if I’m reading this right, This device could potentially transmit a signal now, in fifteen minutes time, and fifteen minutes ago and they could all be recieved half an hour ago. I’m no physicist but thats time travel in my book.
It also seems that the signal could be ‘tuned’ to only be receivable at a specific time in a specific location, untappable communication anyone?
This is some wild shit right here, if it pans out.
